Upper Hutt’s City Centre
The commercial zoned footprint of the Upper Hutt city centre is significant having an area of 32.9ha, and is recognised as a Sub-Regional Centre in the Wellington Regional Strategy. Over the last number of years the city centre has seen, and continues to experience, redevelopment and renewal including the redevelopment of The Mall.
The city centre has good connectivity to major road and rail transportation spines. It has excellent access to public transport including the location of the Upper Hutt railway station/bus terminus-interchange conveniently located within walking distance of the entire city centre and the range of recreational activities and big box retailers located on the opposite side of the railway line, which include Maidstone Park Sports Centre, Maidstone Max, and the Orongomai Marae.
The existing built form of the city centre is predominantly of ‘human scale’ single and double storey commercial buildings with retail frontage at ground level, which together with the grid iron street pattern, maintains a pleasant pedestrian environment with good access to sunlight. The city centre has no major constraints in terms of its existing layout or built environment, and is a sound canvas to build upon to serve the business needs of the city into the future.
Council encourages comprehensive residential development within the city centre and will assist, where possible, to accommodate this.
